China Ministry of Commerce, together with the National Energy Administration, the General Administration of Customs, and the State Administration of Foreign Exchange, approved the second batch of the sustainable aviation fuel (SAF) export whitelist in late 2025. Under this arrangement, export quotas were allocated to three producers: Shandong Haike, Shandong Sanju Group and Ecoceres, plus the first batch of SAF export whitelist, so far China has 5 qualified SAF producers and exporters, other SAF producers are waiting for assessment and approval from the government authorities.
